Interior and seven municipalities have signed an agreement for the Local Police Judiciary Police performs functions


Interior Minister Alfredo Perez Rubalcaba, has signed a number of specific collaboration agreements with seven municipalities, so that their local police forces can perform functions of the Judicial Police, and improve coordination with the other Forces State Security.


The agreement was signed by the owner of Interior, and the mayors of Getafe (Madrid), Pedro Castro, Ávila, Miguel Ángel García Nieto, Fuenlabrada (Madrid), Manuel Robles, Alcorcón (Madrid), Enrique Cascallana, Leganés (Madrid) Rafael Gómez Montoya, Merida (Badajoz), Angel Street, and Silla (Valencia), Francesc Baixauli.
 
These seven councils are the first to accede to this form as reflected in the collaboration agreement signed in February 2007 by the Ministry of Interior and the FEMP. Soon they will Valladolid, A Coruña and Madrid.
 
The agreements provide mechanisms to ensure greater participation and operational coordination between the Security Forces of the State and Local Police Forces acting in the same municipality. Among the seven municipalities have a workforce of 1,300 municipal police, who from now will work in coordination with the National Police and Civil Guard.
 
The agreements signed today include the possibility that local police can act as judicial police. This will give you a better police response in the investigation of criminal offenses that occur in those municipalities. The shares of the respective Local Police Forces in judicial police functions be extended to both the receipt of complaints and the investigation of the facts that constitute a criminal offense or offenses.
 
In particular, it shall conform to those that police at first instance, can be classified as less serious wrongdoing, among which are the criminal offenses, domestic violence and gender, breaches of conviction, restraining orders and deprivation right to drive, theft, crime and traffic safety threats and coercion.
 
When this initiative be extended to other municipalities and is fully developed, some 15,000 local police officers may carry out judicial police duties in their respective territorial areas, which implies a substantial increase in the role of municipalities in the area of public safety.
 
Incorporation into the State Police Database
 
For this, the local police will be integrated into the State System of police databases, which has enhanced and expanded in recent years. Have access, among others, a police record data, national signs, vehicle registrations and comprehensive monitoring of cases of gender violence.
 
The Ministry of Security and FEMP have worked together on the training plan that will receive the local police officers to the new functions that take place following the signing of these specific agreements.
 
Recognition of professional qualifications
 
After the signing, the Mayor of Getafe and President of the FEMP, Pedro Castro, on behalf of all signatories of Mayors, said the conventions are a recognition of the high degree of professional training achieved by the local police in their work, from the proximity citizens, to prevent urban crime, offenses against family relations, against traffic safety, theft, coercion, or against the social evil that is domestic violence and gender.
 
The President of the FEMP announced that more local governments concerned to join and made calls to other mayors to join this "the letter agreement" that provides instruments as important as the integration of Local Police Forces State System of police databases.
 
Pedro Castro described as "close and fruitful" collaboration that FEMP has with the Ministry of Interior in these matters and noted that that this cooperation would be further strengthened with the adoption of the regulation governing the establishment, composition and functioning of the Boards Local Security and the Ministerial Order of Police Associations Local.
