The decentralization debate VI Iberoamerican Forum of Local Governments
More than 120 local leaders throughout Latin America have debated for three days on local governance, decentralization and state reform in the framework of the Sixth Iberoamerican Forum of Local Governments, which closed on Sept. 29 in Asunción (Paraguay). Decentralization and multilevel governance have shown, according to attendees, as fundamental factors in the present moment of global economic crisis.
The work of the participants was reflected in a Final Declaration in which, moreover, stresses the importance of a good governance model that includes close collaboration between different areas and levels of the governments of each of the States National making processes and implementation of public policies.
The work was organized into four tables that addressed the need to advance the institutional ethics and transparency in municipal management, the search for new forms of public-private cooperation to promote the social and territorial cohesion, the establishment of mechanisms to facilitate inter-cooperation among the various levels of government, and progress in defining a roadmap for progress towards a permanent dialogue between the Forum and the Summit System, with the aim of promoting the recognition of the Ibero-American Charter of Local Self .
The FEMP was represented by a delegation comprised the Mayor of Valladolid, Javier Leon de la Riva, the Mayor of Lugo, Jose Lopez Orozco, the Deputy Mayor of Cadiz, Juan Jose Ortiz Quevedo, and the representative of the Diputación de Barcelona, Jaume Borrel.
Valladolid Mayor spoke at the closing ceremony and stressed that democratically elected local governments have the right and duty to aspire to a space of management of public affairs, that is respected and recognized by the public institutions, and protected in the constitution or basic rules of the states.
In the closing ceremony also announced the appointment of Madrid as host city of the VII Ibero-American Forum of Local Governments to be held next year
