The Plenary Meeting



This is the sovereign body of the FEMP. It is composed of representatives of all full members and honorary members. It meets in ordinary session every four years within four months after the local elections.
 
 It may meet in extraordinary session whenever the Territorial Council deems appropriate, on its own initiative or at the request of a number of members representing at least half the votes of the plenary meeting, and when agreed by the Governing Board and ratified by the Territorial Council.
 
 The Plenary Meeting elects the Chairman and all members of the Governing Board and the Territorial Council. It is also the responsible for designing the political line of the FEMP and approving the resolutions deemed necessary in order to improve the activity and purposes of the Federation.
 
 The Plenary Meeting replaces what was called the "General Assembly" until 2011. The first General Assembly, the Constituent Assembly, was held in Torremolinos in June 1981. This was followed by: Barcelona in 1983, Madrid in 1985, Valencia in 1987, Zaragoza in 1991 and Madrid in the sessions of 1995, 1999, 2003, 2007, 2011 and 2015. These were the cities that hosted ten Ordinary General Assemblies and one Ordinary Plenary Meeting of the Federation.
 
 Throughout its history, the FEMP has only held one Extraordinary General Assembly. This was in A Coruña in 1993 and its purpose was to claim a jurisdictional and financial covenant for local authorities.
