Presented the draft Immigration Regulations


The Secretary of State for Immigration and Emigration, Anna Terron, today introduced the new draft Immigration Regulations. The reform strengthens the mechanisms for collaboration with the municipalities and autonomous regions and builds a culture based model of regularity, connected to the labor market.



The document, whose content was passed to the President of the FEMP, Pedro Castro, by Anna Terron, is the result of negotiation with the union executive and management, and will be studied and discussed by representatives of Local Governments made, within fifteen days, contributions and arguments are necessary, before it is forwarded to the State Council and approved by the Council of Ministers
The future Regulation implements the new Aliens Act 2009 and allows response, as explained by the Secretary of State, to the new challenges posed by the change of the migration cycle. The link between immigration and labor market explains that in the past two years, there has been a significant drop in inflows of immigrants. Therefore, the regulation improves the management mechanisms provided and puts the emphasis on integration and strengthening social cohesion.
The text of the new Regulation begins today for a public hearing process. Before approval, will be working in the Social Dialogue Committee and will be discussed by the Forum for Social Integration of Immigrants, the Sectoral Conference on Immigration and Immigration Tripartite Labour Commission among others. Subsequently, follow the prescribed procedures for consultation and report to its final adoption by the Council of Ministers.

Lump recalled that the Government's immigration policy, "a comprehensive and global politics," has the basic pillars of regulation of migration flows linking them to the reality of the labor market, the strengthening of the fight against illegal immigration, and strengthening integration policy.
As for the principles guiding the reform of regulation, said it is consolidating a model based on the regularity and labor market attachment, integration and equal rights and duties, and strengthening collaboration with Local and Regional Authorities, providing greater rigor, transparency and objectivity in the procedures with the aim of strengthening social cohesion.
