The discussions of the Forum of Local Governments II EU-LAC Vitoria


The meeting of local representatives in Europe, Latin America and the Caribbean began with the plenary session on "Innovation and technology as an engine of sustainable development and social cohesion. An overview of Local Government, chaired by Guillermo Tapia, Executive Secretary of FLACMA.


This session involved Sebastián Almeida, Mayor of Guarulhos (Brazil), Mario Meoni, Mayor of Junín (Argentina), Venancio Diaz Escobar, Mayor of San Miguel, Misiones (Paraguay) and Vice-President 1 of the Paraguayan Organization of Intermunicipal Cooperation (OPACI) and José Maria Prazeres Pós-de-Mina, Chairman of the House Municipal de Moura (Portugal).

Innovation for Development

After the plenary began dicado Panel on "Innovation for Development: innovative strategies for social cohesion and the fight against poverty", chaired by Juan Ignacio Siles del Valle, Director of the Ibero-American Conference, Secretary General Iberoamericana (SEGIB.)

In this panel involved the Mayor of Alcalá de Henares and President of the Federation of Municipalities of Madrid, Bartolomé González, the Mayor of Fortaleza (Brazil), Luiziane Lins, the Mayor of Caldera (Chile), Brunilda Gonzalez and Tomas Rodriguez Bolaños FUNDEMUCA Coordinator.


Innovation and public services
Similarly, Panel was held on "Innovation and public services: the size of local governments about the provision of public services", chaired by Maria Castellanos Llanos Garijo, Director General for Local Cooperation, Ministry of Planning Policy and involving Liviu Nicolae FRAGNEE, National Union of Municipalities of Romania; Roberto Lippi, Ancitel SpA (Italy), Omar Perotti, mayor of Rafaela (Argentina, and Ernesto Estupiñan, Mayor of Esmeraldas (Ecuador)
Innovation and Governance
The afternoon session of the Forum was devoted to debate on Innovation and Governance, a session led by Mayor of Banana Zone (Colombia), Patricia Avendaño, and attended by the Mayor of Comerio (Puerto Rico), Jose Santiago Rivera, the Mayor of Panama, Bosco Ricardo Vallarino, and Deputy Delegate for Cooperation, Development and Local Assistance Provincial de Barcelona, Jordi Laboria.
Competitiveness and economic development
The panel was also dedicated to "Innovation, Competitiveness and Economic Development, chaired by Jokin Bildarratz, Mayor of Toulouse and President of EUDEL, who shared discussion with Gerardo Blyde, Mayor of Baruta (Venezuela), Eduardo Pereira Tadeo, Mayor of Varzea Paulista (Brazil); Ülle Ubius, the City of Tallinn (Estonia) and José Francisco Salas Márquez, Councillor for New Technologies of the City of Malaga.


Day Friday
The experience in Haiti and the need to innovate in the field of cooperation was the topic that opened the second day of work of the Forum of Vitoria. The debate was hosted by the Mayor of Collado Villalba, Chairperson of the Committee for Development Cooperation of the FEMP, Jose Pablo Gonzalez.
In this plenary was addressed by Gonzalo Ramirez, Vice Mayor of San José (Costa Rica); Claudio Arriagada, Mayor of La Granja (Chile, Francis George, the Dominican Federation of Municipalities (FEDOMU; Testud Jean-Louis, Deputy Mayor of Suresnes and Chairman of working on Haiti of United Cities of France and Octave Cestor, Councilman Nantes (France) and Head of Cooperation with Haiti Nantes
Environmental sustainability
The second plenary on Friday morning devoted to "Innovation and Environmental Sustainability", was chaired by Emilia Saiz, Director of Cabinet Affairs and Institutional Relations Statutory UCLG.
Participated in the debate Marcelo Dutra, Advisor to the City of Manaquiri (Brazil), Fernando Trejos, Mayor of Montes de Oca (Costa Rica), Carlos Enrique López, Mayor of Carlaca (Colombia) João Carlos Pais de Moura, Chairman of the House Municipal Cantanhede (Portugal).


V Iberoamerican Forum of Local Governments
Before the closing ceremony, Gustavo Pulti, Mayor of Mar del Plata (Argentina), made a presentation of the V Iberoamerican Forum of Local Governments.

Conclusions of the summit on drugs
Subsequently, the Mayor of Lugo, Jose Lopez Orozco, presented the findings to the plenary forum of the Summit of Mayors, Mayors and Cities on Drugs, Europe, Latin America and Caribbean Summit held recently in this Galician city.
