Birth of the EU-LAC Alliance of Cities for the Reduction of Drug Demand
To foster in the municipal public policies, plans and actions in the prevention of drug and alcohol, and treatment of drug dependent persons and their reintegration into society, are the main objectives of the EU-LAC Partnership (European Union-Latin America and the Caribbean) Cities for the Reduction of Drug Demand created in Lugo after the Summit of Mayors, Mayors and Cities against Drugs.
The Alliance EU-LAC, and agrees to exchange experiences in reducing demand for drugs based on scientific evidence, respecting human rights of individuals. So literally reflected in the text of the Declaration of Lugo on the prevention and treatment of drug use and dependence, the final document which, together with the creation of the Alliance, describes the conclusions of the work done by those responsible and local experts participating in this Summit, over three days in the city of Lugo, discussed and shared experiences on policies on drug treatment. The Declaration was presented at the closing ceremony of the Summit, chaired by the Minister for Environment and Rural and Marine Affairs, Elena Espinosa.
Representatives from more than forty cities in countries in Europe, Latin America and the Caribbean, shown in the statement its appreciation to the EU-LAC initiative (Alliance of Cities in drug treatment), supported by the EU, along the last three years has improved policies and programs for prevention and treatment of drug use and abuse in the cities. Precisely the work developed in the framework of this initiative has enabled local leaders to see that policies and programs to reduce drug demand, should be comprehensive, long term and include the promotion of healthy lifestyles, prevention drug use and abuse, treatment and rehabilitation of drug dependent persons and also offer support services for recovery within the community.
It confirms also the importance of providing, at the municipal level, treatment and rehabilitation for people dependent on drugs. With regard to drug policy, the declaration stresses that must be based on scientific evidence: "This evidence shows that drug dependence is a chronic and recurrent needs attention from professionals in the area of health, and support of those social and welfare services that make cities and their institutions accessible to the citizen. "
