Toledo Declaration of territorial cohesion and sustainable development
The small Spanish municipalities want the enjoyment rural development differential treatment with regard to the urban environment and that all administrations do make an effort to address these territories from a regional and comprehensive approach. This request is contained in the Declaration of Toledo, which ended the First Congress of Small Towns, organized by the FEMP, which was attended by five hundred mayors and councilors of the municipalities with smaller populations of Spain.
The statement, read by the President of the Diputación de Toledo, José Manuel Tofiño, shows that the existence of small municipalities is positive because it provides positive values such as preservation of the environment or the historical and cultural heritage in the middle rural.
The text states that since the FEMP will facilitate the development in rural areas and primarily in those who suffer a greater degree of relative backwardness, by promoting the endogenous development of the territory, so as to ensure improved living conditions its inhabitants, through the structural improvement of productive capacities, services, infrastructure and environmental values.
To this end, local governments must participate actively in the process along with other administrations, thereby boosting a new way of conceiving the territory and a new form of cooperation and planning, leading to large cities and metropolitan areas nearby municipalities, plan a coordinated environment, combining growth with sustainable development and peaceful coexistence.
Proposals
Local representatives of small municipalities seek, among other measures, to seek the extension, structuring and improving public services in rural areas, in line with the implementation of the Law for Sustainable Development of Rural Areas, and that favors the maintenance of the population, enhancing infrastructures, employment policies and public services adequate, equitable and quality.
In addition, demand to maintain the investment in rural areas, to match the standard of living and access to the different benefits between rural and urban citizens, and extending the communication technologies and infrastructure to all areas necessary to promote rural economic activity, professional, cultural and social.
In addition to a strong commitment to sustainable management, they want to be recognized and compensated for their participation in the management and conservation of a very important part of natural and cultural heritage of the country and enhance rural tourism as a catalyst and source of employment and welfare.
Mayors of small towns defended the role of municipalities and call for its strengthening, as well as that of the Councils. He pointed out that the powers that the new Basic Law confers on the towns and can not bring the little ones for lack of administrative or management should be exercised by the Provincial Councils. In this sense, the deputation should be an institution for cooperation with highly specialized municipalities, and should guide all its activities to local enforcement of claims.
