The plan of energy saving and efficiency
The Council of Ministers approved the Plan and Energy Efficiency Savings to be found in the 20 measures in three main areas: transport and mobility, building lighting and electrical consumption as well as an awareness campaign to the public. Most of these measures are designed to municipalities and public expenditure will not generate the municipalities.
Overall, the measures adopted will mean an estimated saving of 3.2 million tons of oil (toe) per year, equivalent to 28.6 million barrels of oil. The cost savings is estimated at 2,300 million per year in energy imports at current prices. Furthermore, the implementation of the Plan will reduce CO2 emissions by 12.5 million metric tons per year.
Its implementation is associated with an investment of 1,157 million euros, under the Strategy for Energy Saving and Energy Efficiency to fund the utilities.
The Government considers fundamental the collaboration of autonomous regions and municipalities to achieve the objectives and ensure, in this way, the full development of the Plan.
Measures in the transport sector
Credit line for projects included in the Sustainable Urban Mobility Plans (PMUS) in cities of twenty thousand and fifty thousand people to take up such plans. Among the highlights included bankable projects, promotion of public transport lanes for the exclusive use of public transport, transport interchanges.
The amount of the line amounted to 262.4 million euros. The resources used for this investment will be of ERDF, managed through the Ministry of Land Policy.
Other measures are related to freight transport, reducing speed limits or reducing commuter ticket prices for rail.
Measures in the building sector.
Establishing a specific ICO Energy Service Companies (ESCOs), with the aim of facilitating access to credit for these businesses. The initial amount would be used to finance six hundred million euros and its implementation will be done through a collaboration agreement between the Official Credit Institute and the Institute for Energy Diversification and Saving.
Promoting the use of biomass for thermal applications in buildings through two actions:
1. Replacement of boilers in the buildings of public administrations by extending the existing Plan of energy service companies, repayable grants to 15 100 of the cost of these proceedings.
2. Line Extension Renewal Plan aid energy-efficient boilers that have launched the IDEA to reach thousand MW of installed capacity.
Measures for lighting and power consumption.
Renovation of municipal street lighting system. Will be three lines of action put in place by the Councils:
• The launch of nineteen comprehensive projects (one for each Autonomous Community over the two autonomous cities) to large cities through the model of Energy Service Companies.
· We will renew the sodium vapor lamps and high efficiency technologies in municipalities with less than two hundred inhabitants (some 2,200 municipalities).
° Compliance with legislation on efficient lighting for all municipalities with over 25,000 inhabitants (295 municipalities) within a maximum period of five years.
